In 2017, the United States Department of Housing and Urban Development authorized GDPM to convert all GDPM owned public housing units to the Rental Assistance Demonstration (RAD) Project Based Voucher (PBV) Program. Since 2017, GDPM underwent an in-depth analysis of all of its properties and considered various HUD repositioning tools, including:

  • RAD Conversion to PBVs
  • Non-RAD Conversion to PBVs
  • Section 22 Voluntary Conversion
  • Section 18 Disposition
  • Section 18 demolition

As a result of the analysis, GDPM implemented an aggressive multi-phase redevelopment plan. The redevelopment plan will occur over the next ten years and will allow GDPM to preserve affordable housing for its residents for the long term. Many GDPM properties will undergo either new construction or a substantial rehabilitation. GDPM intends to fund its aggressive preservation plan through various mechanisms including state and federal tax credits, HUD loans, conventional loans, Gap financing awards, grant programs, and Capital Funds.

The redevelopment plan will enable residents to enjoy affordable housing in Montgomery County for the long term and it will provide many opportunities for contractors. GDPM’s plan includes small construction projects, medium sized construction projects and major construction projects.
