Greater Dayton Premier Management is the award-winning, nationally recognized public affordable housing authority for Montgomery County, Ohio.

Our primary focus is on providing high-quality, safe, and affordable housing. But we are also committed to transforming lives. We connect those we serve with programs and services to break the cycle of poverty and homelessness.

Affordable Housing Solutions

Greater Dayton Premier Management is Montgomery County’s largest landlord. We manage more than 2,700 units, administer more than 4,000 Housing Choice Vouchers, and serve more than 16,000 individuals annually. More than 7,000 families gain stability every year through our affordable housing solutions. As a result, these individuals and families can focus on improving their economic and health outcomes.

In 2016, we became one of only two housing authorities nationwide to be awarded two significant, competitive HUD grants exceeding $3.8 million. Those grants fund our Jobs Plus and Choice Neighborhoods programs. And in 2018, we received the green light from HUD to substantially overhaul all of our properties through the Renovation Assistance Demonstration program. This project alone will amount to more than $500 million in construction work over a decade.

We are a political subdivision of the Department of Housing and Urban Development (HUD). Our main funding stream comes from HUD.

We require that our families, employees and partners demonstrate responsible character, which strengthens the economic health, vitality, and humanity of the Miami Valley.

Board of Commissioners

Oversight is provided by our seven-member Board of Housing Commissioners. Board members are appointed by the Montgomery County Commissioners, the Mayor of Dayton, the Montgomery County Common Pleas Court and the Montgomery County Probate Court; members serve a five year term.

Our CEO

Jennifer N. Heapy has over sixteen years of commitment to public service. After graduating from The Ohio State University College of Law in 2003, she spent ten years prosecuting adult felony cases. Her career at Greater Dayton Premier Management began in 2012 as the Compliance Officer and was appointed Chief Executive Officer in 2014.

Ms. Heapy is committed to enhancing lives and improving quality of life in our community as evidenced by her recent accolades: recipient of "Marie Kindrick Fair Housing Award for Outstanding Commitment to Fair Housing" by the Miami Valley Fair Housing Center, INC. Ms. Heapy was honored as the "Executive of the Year" by the Dayton Business Journal while her staff was nominated "Customer Services Business of the Year". The Dayton Better Business Bureau named GDPM "Best Places to Work" and Ms. Heapy was chosen as the "25 Top Women to Watch 2017".

Community Partnership

We have big plans for the people and the communities we serve. But we can't do it alone. We partner with public and private organizations to help our residents build self-sufficiency. Our management team also serves on numerous community task forces to improve job, health, and education outcomes for those in need. Together, we are helping our residents create a future with financial security.

A Message From Our CEO

Welcome to the Greater Dayton Premier Management (GDPM) website. GDPM is the largest landlord and provider of affordable housing for approximately 7,000 families in Montgomery County, Ohio. GDPM employs 150 employees and manages a fiscal budget of approximately $45 million.

This website is designed to assist individuals and families in need of quality, affordable housing, but perhaps more importantly, anyone who wants to achieve financial independence. We collaborate with other area agencies to assist individuals and families transition out of public housing toward a prosperous future and hope that you will take advantage of the opportunities and special programs we provide.

There are an estimated 3,400 housing authorities across the United States. In 2016, GDPM became nationally recognized as one of only two housing authorities to be awarded two significant, competitive HUD grants exceeding $3.8 million: Choice Neighborhoods and Jobs Plus. These initiatives support locally-driven strategies to address struggling neighborhoods. The Choice Neighborhood Grant focuses on the revitalization of the Miami Chapel area in West Dayton and the DeSoto Bass housing site. DeSoto Bass is Dayton’s oldest and largest public affordable housing development built in the 1930’s which houses over 300 low-income families. The Jobs-Plus program provides employment-focused services to DeSoto Bass and Hilltop residents and takes a multipronged approach to helping families increase their employment and earnings.

GDPM has also taken a proactive approach to enhancing and strengthening neighborhoods by participating in the Rental Assistance Demonstration Program (RAD). RAD allows GDPM to seek additional financing which is necessary to improve aging properties and to seek additional housing opportunities.

I am proud of the accomplishments my dedicated staff, the Board of Commissioners, and fellow stakeholders have achieved so far. With their support, I am committed to enhancing the lives of our residents, to building a stronger, healthier community, and to preserving affordable housing for our community.
